An Employer of Record is a third-party organization that legally employs workers on behalf of another business while managing payroll, compliance and employment obligations, allowing the hiring business to operate without establishing its own local legal entity.

EOR is charged as a fixed monthly fee per employee, quoted upfront and independent of salary, so your cost does not rise when you give someone a raise. The fee covers the employment contract, payroll processing, statutory contributions and filings, and ongoing compliance management. EOR is usually cheaper below roughly 10-15 employees in a market.
